Teacher Appraisal in Georgia and Professional Capital

Natia Andguladze_2016

Abstract

Abstract taken from the PDF of the thesis (page 4); source: Ilia State University repository.

In Georgia, prior to 2015 teacher competency was measured according to education background, teaching experience, and the knowledge of subject matter and pegagogy. This paper presents the results of predictive validity study of the teaher quality criteria. Multi level analysis of PIRLS 2011 Georgian data and the 9th grade methamatics national assessment of 2015 shows that teacher certification, teacher education level, experience, field of education and participation in professional development activities do not have statistically significant effect on student reading and mathematics skills and thus cannot be considered as valid measures of teacher effectiveness.

However, because the findings are based on the data gathered through cross-sectional studies, the validity of these and new measures of teacher effectiveness requires further investigation using panel study data.
